  1. Background

Sustainable Enterprise Project (SEP) project is jointly financed by Palli Karma-Sahayak Foundation (PKSF) and the World Bank. The objective of SEP is to increase the adoption of environmentally sustainable practices by targeted microenterprises. The project prioritizes a selected number of polluting microenterprise business clusters and supports the expansion of innovative economic activities conducive to a more sustainable environment. Environment friendly beef fattening and online marketing is the innovative economic activities under the beef fattening sub-sector. SDS-SEP is implementing these activities. For online marketing this project does not have any website. Primary users of the site will be PKSF, SDS, different donors, PMU, civil society, MEs, customers and the general public.

  1. Project Objectives

The project development objective is to improve environment friendly beef fattening productivity, online market accesses and resilience of agro-entrepreneurs /(MEs) operating in selected livestock systems and value chains in target areas.

  1. Objectives of Assignment:

The objective of the assignment is to develop web based organic cattle selling, management system of project activities and maintenance of the website.

  1. Deliverables:
  • A functional and enhanced website capable enough to provide better user experience.
  • A user manual with the arrangement of a webinar for the support staff and system administrators to perform content uploading, system maintenance and administration.
  • Administrative support, technical support and quality control for a period of 06 month.
  • Full source code including all developed libraries.

Deliverable clause:

Once the company is selected, the contract may be amended with time and materials to capture new specific developments/functions on the site upon request of the SDS/PKSF.

  1. Work Setting

 The work setting for the assignment will include different aspects:

Timing and duration of the assignment:

 The duration of the contract will be 01 month and the expected starting date is 30th June 2020. The development of the website should be ready in 15 days’ time starting from the date of signing the contract. The user manual, webinar and the maintenance of the new webpages should be done from the 20 days of the contract.

 Briefing/debriefing arrangements:

  • An inauguration meeting/conference will be scheduled for the SDS-SEP team to brief the firm on the background information for developing each of the requested deliverables.
  • The company will work in close consultation and under the supervision of the Project Specialist of SDS/PKSF. They will follow up on the design process answering questions related to the environment friendly beef fattening documents.
  • The Project Specialist in close consultation with the SDS and PKSF higher Management team will assess the services and outputs of the firm.
  1. Responsibilities on the Assignment

The selected Consulting Firm will be responsible to complete the following tasks:

  • Ensuring development of authentic, customized, user friendly and easy to install software platform to develop and maintain the web based organic cattle selling and the Project activities Management System.
  • Establishing a mail domain for SDS-SEP and ensuring Project staffs’ individual e-mail account.
  • Providing justification about the software platform used to develop and maintain web based organic cattle selling and the Project activities Management System.
  • Developing project related reporting templates both for maintenance of the web based organic cattle selling and the Project activities Management System which requires prior approval from management before integration with the software or software itself.
  • Ensuring daily backup system on project document archive and ensuring easy recover system if any problem arise.
  • Ensuring quick support to the project to improve and update software or problem solving when required during the Maintenance Service period.
  • Developing user manual for software management.
  • Preparing presentation, training curriculum and materials on the organic cattle selling and software management user manual for the project staff'.
  1. Work Plan

Deliverables:

  • Developing a graphic concept and the visual language of the new templates.
  • Ensuring a consistent visual language on the new site by introducing fixed styles in templates ensuring consistency in fonts, formatting, icons, images, layout techniques. The new look and feel should be adapted to homepage, sections, subsections and the following components of the site should be included: article template, resource webpage template, event webpage template, Beef cattle pictures gallery webpage templet.
  • The web page should contain a link between sell buttons to the concern ME’s if a user wish to buy a product after viewing picture galleries.
  • Standard page elements including header, footer, tabs, persistent navigation, contact us, email and page print options should be included in the new templates.
  • The new templates should guarantee that most recent content on the site is captured automatically in the homepage in an organized way following specific categories, tags or other custom taxonomies.
  • All section and subsection webpages should incorporate functionalities to guarantee that the latest information on that section and sub-section is displayed
  • The current sections and sub-sections of the site should be adapted using the new templates. These sections include around 200 blog posts and pages

The following features will be guaranteed through the templates:

  • Home page (Short briefing of SDS and SEP project with contact person.)
  • About: Project objectives and goal and activities
  • Social sharing features – including twitter
  • Multiple page styles and custom post types;
  • Search function by news
  • Type of resource
  • Events/ Activities
  • Picture of Beef cattle: gallery with information ( Color, breed, teeth count, horn, hump, live weight, price as per live weight, payment system , category options- buyers information, sellers information and service information)
  • Search resources by free text
  • Interactive map
  • Signup for latest news
  • Password protected pages

Knowledge transfer:

  • Developing a user manual and delivering a webinar for the support staff and system administrators to perform content upload, system maintenance and administration.

 Support and maintenance:

  • Administrative and technical support, quality control for a period of 6 months;

Source code handover:

  • Full source code including all developed libraries shall be handed over to SDS-SEP

Tasks:

  • The successful company will participate in a debriefing session with the KIT and other programme areas to understand the overall project and expectations.
  • Based on the debriefing session and this TOR, the company will develop a design concept for the site. The vendor will share a maximum of three proposals with the SDS-SEP team.
  • The company will adjust concept based on feedback and comments from the SDS-SEP team.
  • The vendor will develop the visual concept and language for the site adapting it to the different components outlined in the section “deliverables” and adjusting it based on feedback and comments from the SDS-SEP team.
  • The vendor will create responsive CSS and graphic design elements and integrate or adapt existing CSS and graphic design and make it responsive.
  • Development of web sections and content upload.
  • Integration and final approval by SDS.

NB: It is essential but not limited

  1. REQUIRED SKILLS, EXPERIENCE and RESPONSIBILITIES
  • The lead developer/ consultant is responsible for the overall development process and assures that all code contributed is in line with coding standards.
  • The lead developer has extensive experience (at least four years) in programming and CMS development, including versioning of which at least two years are specific to Word Press CMS.
  • The lead developer is an expert in the use and configuration of the below applications: Word Press CMS, MySQL Database, Apache web server, Experience with other related applications is an advantage.
  • Lead developer will work with junior developer, graphic designer and graphical Interior Junior migration expert.
  1. DOCUMENTS TO BE INCLUDE IN THE PROPOSAL

If you have the required qualifications and are interested in this contract, please submit:

  • A proposal describing the previous work done in this area;
  • A portfolio of previous work of webs with similar functionalities developed in Word Press
  • CVs of the lead developer, junior developer, graphical integrator, graphic designer and junior migration expert in charge of this project to be included in the proposal;
  1. A Financial proposal to address the work:

An estimated cost which will be proposed for the consultancy should indicate the breakdown. This fee should be inclusive of ALL considerations.

  1. EVALUATION AND SELECTION PROCESS

Submissions will be evaluated in consideration as per procurement evaluation policy.

  1. Duration of the website preparation:

The duration of the website preparation is 01month.

  1. Selection Method

A consultant/Firm will be selected following the Selection of Individual Consultants/Firm method as set forth in the World Bank Procurement Regulations.

  1. Mode of Payment
  • The Consultant/Firm will provide a financial proposal for this service and will receive 30% of the amount as mentioned in the contract after signing the financial agreement for this assignment. Remaining 30% will be paid after acceptance of the website.
  • Remaining 40% will be paid after completing the development of the website.
  • VAT and Taxes will be deducted at source upon government rules.
  1. Timeframe
  • The service shall be conducted expectedly within 01 month from start of the study, and is scheduled to preferably start in the (30/06/2020).
  • The consultant/Firm will show the final visual web latest by (30/07/2020).
  • The timeframe will be finalized as agreed by the consultant and SDS.
  • A time plan following the below-given format for the assignment has to be submitted by the consultant/firm which needs to be agreed by SDS-SEP guideline.
  1. Disclaimer:

The SDS management reserves the right to amend the terms of reference at any time as required upon mutual discussion with the lead consultant/Firm. SDS reserves the right to terminate the contract at its sole discretion in case of non-compliance of the decided terms and conditions.

EoI on Design of an Eco-friendly Collection, Grading and Processing Center

 

Introduction

SDS was established in the year 1991 as a non-profit, non-political, non government voluntary organization with the initiative of some local dedicated & committed people who are connective with social service activities for overall development of disaster victim people by giving humanitarian supports and its proper utilization for income generation and rehabilitation at Shariatpur district of Bangladesh.

The project is the concern of natural and zero budget based agriculture system. This present project under the main project namely ‘‘Promoting Agricultural Commercialization & Enterprise (PACE), Sub –project head; ‘‘Increasing income of char land Entrepreneurs by Ecological Farming System Disseminations’’. 

The purpose of the project is to strengthen cultivation of native variety of vegetables, native chicken, Ducks and their value chain for income and food safety in target char land areas. This is being implemented in collaboration with Ministry of Agriculture (MoA) and other stakeholders of Shariatpur. The overall aim of the project is to “*improve safety and purity of edible vegetables and  their value chain through increased income and all year improved access to safe agro products at local markets for potential consumers.

The overall coordination and policy guidance of the project is by SDS and Partially PKSF. In addition, the project will collaborate closely with other key stakeholders-at producer, trader and consumer levels while strengthening public and private partnership (PPP) particularly in the vegetable sector.

Terms of Reference (ToR) for Design of an Eco-friendly Collection, Grading and Processing Center

 

  • Background of SDS

SDS was established in the year 1991 as a non-profit, non-political, non government voluntary organization with the initiative of some local dedicated & committed people who are connective with social service activities for overall development of disaster victim people by giving humanitarian supports and its proper utilization for income generation and rehabilitation at Shariatpur district of Bangladesh. The founder of the organization was taken initiative in collaboration with the like-minded Red-cross workers to launch an organization for the development of disadvantaged people after the devastating flood of 1988. Some lawyers, journalists, businessmen and women workers were the front line initiator to establishment SDS. The organization formally starts its work on 1st September, 1991 and after getting registration from social welfare department in 1992, it extended its actions on child-health and family planning surrounding villages of Shariatpur Sadar Upazilla. During interment on family planning for a year it was observed that family planning recipients especially women were malnourished, deprived in their families and were neglected by their husbands. Above all, women were also tortured by their husbands as they were accepting family planning methods. Additionally, on the survey report it was unanimously agreed by General committee, Executive committee, Advisory committee and workers of the organization that steps needs to be taken to implement family law and women rights in the society. Therefore, SDS started with group formation, organized weekly meetings for women. Groups of women started to learn about their rights from weekly meetings and discussions. At this stage, OXFAM (UK & I, presently GB) came forward to assist “SDS”. At present, SDS is working in the field of Disaster Management, Poverty alleviation, Training, Education, Agriculture, Health & Nutrition, Advocacy, Arbitration and Legal support, Environment, Water & Sanitation (WATSAN) Climate change adaptation, HIV/AIDS, Micro Finance & Women and Child Rights. 

 

 

1.2. Brief about the Project

  1. Purpose of the task

The main purpose of the design is to accommodate entrepreneurs produce. In practice the project affiliate farmers will produce absolutely chemical free vegetables onto field; an affordable and sustainable collection, grading and processing (CP&G) center will add value to their produce and provide confidence of safe packing toward the consumer.

2.1. Specific tasks are to:

  • Design and list materials for a complete Collection, Processing and Grading of different vegetables into a single center
  • The design must in accordance with national/international safe food production and packing compliance
  • All sort of technical and applicable functions in the ‘‘Center’’ must be clearly mentioned with reasons
  • Detailed drawing and civil construction instruction must be supplied
  • An eco-friendly ‘‘Center’’ with all possible requirements of an standard CP&G center; must be reflect on the design/sketch
  1. Output /Deliverables

The followings are expected from the hiring parties;

  • An eco-friendly complete design with maximum facilities
  • Provide 02 design; one with modern facilities (cost extensive) and another will be in rural context ( for minimum cost)
  • A detailed section wise guideline so that a diploma civil engineer/diploma agriculturist can understand and supervise the construction of the Center
  1. Required Qualifications and Experience of the Service Provider

The service provider will be required to have the following:

  • More than 10 years experience working in similar field along with technical knowledge in post harvest management and pragmatic design of such construction etc.
  • Have the ability to generate section wise user guideline for execution of the design
  • Ability to simplify complex design into simpler form

 

  1. Duration of the Assignment

The consultancy is scheduled to take place between 10-15 days after signing agreement.

  1. Intellectual Property

All information pertaining to this project belonging  to  the  client,  which  the  service  provider  may  come  into  contact  with  in  the performance of his/her, duties under this consultancy shall remain the property of the SDS  who shall have exclusive rights over their use. Except for purposes of this assignment, the information  shall  not  be  disclosed  to  the  public  nor  used  in  whatever  form  without  written permission of the SDS/PKSF.

 

  1. Contractual arrangements and supervision

The service will be hired under SDS terms of contract and supervised by the SDS solely for the purpose of delivering the above outputs, within the agreed time frame. SDS/PKSF as the client shall provide necessary support to the service provider in order to execute the assignment during the duration of the consultancy. These shall include:

  1. Access to  relevant  project  documents  necessary  for  execution  of  the  duties  under  this consultancy;
  2. Equipment for the Assignment
  3. Remuneration

The service provider’s payment shall be based on the financial proposal developed for this consultancy.

  • Payment shall be made in 02 installments of;
  • 50% down payment upon contract sign agreement
  • 50% final payment upon submission of the final outputs,
  1. Applicants are required to submit the following:
  • Personal CVs of technical personnel proposed for this project  highlighting  qualifications and  experience in similar projects;
  • Financial proposal  indicating  consultancy  fee  and  a  breakdown  of  expenses  (unit  price together with any other expenses) related to the assignment; and

  1. Overall objective of the Assignment

The overall objective of the assignment is to produce a  programme   documentary film  on  the  SDS/PKSF programme  highlighting  best approaches,  best  practices,  achievements  and real impacts in the programme focal areas.

2.1. Specific tasks for the Service Provider

Under  the  direct  supervision  of  the  SDS project team,  the  service  provider  will  be required to do the following:

  • Develop the documentary film’s overall concept and scenario.
  • Interview selected  participants  for  the  film  who  will  include  project  grantees  and beneficiaries,  SDS high officials, ,  Programme  team  and PKSF concern.
  • Visit several  selected  project  sites  and  interact  with  the  local  communities/beneficiaries  who have  been impacted by SDS/PKSF-supported projects  to get context. 
  • Develop the documentary script and storyboard to be used in the film.
  • Perform appropriate video filming and shoot interviews with the projects’ beneficiaries and stakeholders.
  • Present a draft documentary to SDS team for comments on contents.
  • Produce one final documentary film in DVD of 10 – 15 min long and if needed

 

  1. Output /Deliverables

Submit a storyboard and script for the documentary to SDS for approval before filming;

  • Present draft documentary and  document for booklet  to  SDS project team members at the end of the field mission and incorporation of comments;
  • Produce an  edited  Video  Recording  of  the  scenarios  captured,  and  the  footage  of  the recorded stories.
  • Present a  complete  10-15  minute  documentary  film  version,  and  hand  over  2  master copies of each version to SDS.
  1. Required Qualifications and Experience of the Service Provider

The service provider will be required to have the following:

  • More than 5years experience working in similar field
  • Extensive experience  in  producing  development  work related  documents  for  publication and  documentaries for international organizations with the aim of reaching both local and international audiences
  • Experience in working with PKSF and other international organizations
  • Local knowledge of the provinces and languages.
  • Excellent technical  capacities  (state  of  the  art  filming  equipment  preferably  High Definition) to ensure smooth and high quality production.
  • Experience in development communication.
  1. Duration of the Assignment

The assignment is coiled with different time line hence it require multiple shooting for different aspect of project documentation, so it’s expected to start with onset of new seasons at July 2020 and Finished with March 2021.

 

 Intellectual Property

All information pertaining to this project (documentary, audio, digital, cyber, project documents, etc)  belonging  to  the  client,  which  the  service  provider  may  come  into  contact  with  in  the performance of his/her, duties under this consultancy shall remain the property of the SDS  who shall have exclusive rights over their use. Except for purposes of this assignment, the information  shall  not  be  disclosed  to  the  public  nor  used  in  whatever  form  without  written permission of the SDS/PKSF.

No equipment will be purchased or provided by the SDS. Any equipment needed to complete this assignment will be provided by the service provider.

  1. Remuneration

The service provider’s payment shall be based on the financial proposal developed for this consultancy.

  • Payment shall be made in three installments of;
  • 30% down payment upon agreement.
  • 40% upon  submission  of  an  acceptable  draft  film  documentary 
  • 30% final payment upon submission  of the final outputs,  incorporating  suggestions  and recommendations from the SDS/PKSF.

Terms and Conditions:

 A. Audit Procedure:

 The audit shall be conducted in accordance with generally accepted auditing standards and relevant national regulations. In addition to the audit as such, the Auditor is requested to provide his professional opinion on the financial management, the bookkeeping system and the procedures for internal controls and his opinion on the financial statements of the organization.

 The audit team should be leaded by a chartered accountant. Team leader have to provide intensive field visit.

 B. Scope of Audit:

  1.  To review all relevant documents referring to contracts and contracts of the Organization and all documents concerning rights and obligations.
  2.  To assess whether the financial reports, as prepared by the Organization, are in accordance with the above-indicated referential documents and to examine completeness, accuracy and legitimacy of income and expenditure as stated in these financial reports.
  3.  To verify the segregation of duties and responsibilities (accounts of expenditures, Cash controls, Inventory).            
  4. To examine and to verify the existing administrative procedures, including the measures and procedures for internal controls and their application with respect to financial transactions and to the use of funds.
  5.  To examine all banks accounts related the program.
  6.  Reconciliation of bank balances with the balances as recorded in the accounts.
  7.  To examine a representative sample of payment transactions of and within the program, including accuracy and completeness of records and evidence of exchange transaction form foreign into national currency of funds received for the program.
  8.  To examine the fixed assets register and to verify that the fixed assets are in possession of the Organization, if applicable.
  9. To verify the existence and ownership of assets of the Organization.
  10.  Based on a risk analysis, to form an opinion as to whether the Organization is capable of monitoring the program and activities, form the points of view of financial management and general program management.
  11.  Audit firm will fulfill in the report as all financial and audit terms & condition of Microcredit Regulatory Authority (MRA), Palli Karma Sahayak Foundation (PKSF) & NGOAB if applicable..
